Soil Placement over Liner

As owner’s representative, Alpha 3 provided project management and project controls support for the capping and closure of three coal combustion residual (CCR) storage facilities located throughout southern Maryland. The Alpha 3 team provided support from conceptual design through project closeout for the capping of NRG's Brandywine, Faulkner, and Westland sites. A total of 250+ acres were capped with geosynthetic liner systems. The program’s major construction scope included large-scale earthwork operations, installation of geosynthetic liner systems, installation of water treatment facilities, and maintenance of erosion and sedimentation controls to ensure CCR containment during construction. In addition to managing the closure of the sites, Alpha 3 personnel represented NRG, working closely with the Maryland Department of the Environment, project engineers, and general contractors to ensure full environmental compliance throughout the project lifecycle. All sites were capped on budget and on schedule, in compliance with consent decree dates required by the State of Maryland.
