Alpha 3 provided project management, contractor and equipment procurement services, and construction management for the installation of bulk HCl supply systems for the scrubber waste-water treatment plants at the Chalk Point, Dickerson, and Morgantown Generating Stations. On-site supervision and technical coordination included managing the interfaces between the tank and containment contract, constructed through a design-build contract with Bowen Engineering, and the electrical, mechanical, and controls tie-ins, which were performed through separate contracts with Power Solutions, LLC, Mid-Atlantic Industrial Construction, LLC, and Rovisys Independent Automation Solutions, Inc. The scope of work at each plant included design and construction of a stand-alone 9,000-gallon, double-walled tank with local control panel and alarms. The tanks are equipped with scrubbers for the handling of HCl vapors as the tanks are loaded. The technical scope of all contracts was coordinated to ensure the delivery of an integrated system that met the operational requirements of all three plants.
